It was reported by the Delhi Subordinate Services Selection Board (DSSSB) that the results for the permanent recruitment examination for guest teachers in Delhi Government schools revealed that over 77% of the guest teachers failed the examination.

It has been noticed that one-third of the faculty practicing in government schools in Delhi were contractual guest teachers, which are observed to have failed the examination for permanent recruitment, which came as a shock for the whole education department. It was reported that out of  66,736 faculty positions, over 25,000 were the contractual based teachers who have been teaching for several years and their contract ended on February 28, for which they were examined to recruit them permanently.

The Delhi High Court received an affidavit by the DSSB which informed that they conducted various examinations between July and November 2018 in order to recruit teachers for 9,556 positions being vacant, for which over 7.5 lakh teachers appeared. Also, the board conducted an examination for recruiting teachers 5,906 positions being vacant in municipal corporation schools, for which over 1.15 lakh teachers appeared.

The Board observed and revealed after the examinations that the guest teachers performed sub-standardly, and out of 21,135 guest teachers that appeared for the examination, 16,383 appeared to have failed the examination.

The results were as follows:

  • For recruiting 30 PGT (Maths) Male vacancies, 135 guest teachers applied, none could pass.
  • For recruiting 12 PGT (Maths) Female vacancies, 369 teachers applied, only three could pass
  • For recruiting 83 PGT (English) female vacancies, 732 teachers applied, only 1 could pass
  • For recruiting 73 PGT (English) Male vacancies, 248 teachers applied, and 26 could pass.

“We took the exams during peak work season and did not get a single day’s leave to prepare. We have been working for years without being regularised,” said a teacher practicing in one of the government schools in Delhi.

“The matter will be heard in the court on March 4 and the court will decide whether the contract teaching arrangement can be extended,” said an official in the department.
