The Ministry of Human Resource Development, in order to implement the 10 percent quota for economically weaker sections is working out on different ways of implementation to secure reservations in higher educational institutions.

The Ministry approved the 10 percent quota in government jobs and education for the ‘economical weaker sections’. According to the recent reports, the ministry is working out on the number of seats to be increased for the reservation process to occur as soon as possible.

“The modalities are yet to be worked out about how the quota will be implemented. All the universities and educational institutions recognized by the University Grants Commission whether government-run or private will have to implement the quota,” a source said.

“While the initial estimates reflect that around 10 lakh seats will have to be added in institutions across the country, including central universities IITs and IIMs, among other prestigious higher educational institutions,” the source added.

According to the All-India Survey on Higher Education (AISHE) 2017-18, the total number of universities is 903, and colleges is 39000, and stand-alone institutions is 10000.

Currently, the reservations enjoyed by the scheduled tribes and scheduled castes is 50% in total, with the addition of the ‘economically backward sections’ quota, the percentage will be increased up to 10% and the total percentage for reservations will eventually become 60%.

This Bill is likely to be applied to those who earn an annual income not more than 8 lakh and not owning more than five acres of agriculture land.
