HRD Ministry Agrees To Amend Recruitment Rules After Meeting With Protesting DU Teachers

The Delhi University Teachers’ Association (DUTA) has been assured by the Human Resource Development Ministry (MHRD) that they will amend the recruitment rules promised in the August 28 letter regarding the appointment of Guest Teachers.

The HRD Ministry said, “It is expected that all Adhoc teachers who have worked or working will continue to work for the next academic session till the recruitment of permanent faculty, whichever is early.”

“UGC will consider communicating teaching positions created under the EWS scheme within 30 days. No person will be removed from Adhoc position even after failing in EWS roster point,” the ministry added.

R. Subrahmanyam, Former Cabinet Minister and Indian Beaureaucrat took the twitter to share the written notice:

“According to Claus 6.3(VIII) of the UGC Regulations on Minimum Qualifications for the Appointment of Teachers and other academic staff in colleges and university and other maintenance of standards in higher education 2018, the university will decide all the pending promotion  cases at the earliest after obtaining options from the eligible teachers,” states the note.

The protest hasn’t been called off yet, DUTA President Rajib Roy said, “After receiving the hardcopy of the promises made by the HRD Ministry we will decide the course of action.”

He further said, “DUTA has been promised that August 28 circular will be amended to allow the provision of Adhoc appointments against the substantive posts. No Adhoc teacher will lose their jobs to the August 28 Circular. We are waiting for the written notice.”

A meeting was held between the DUTA and Delhi University Administration for six hours. Although, nothing came off from the meeting and the DUTA are waiting for the HRD ministry to take the right decision.

The DUTA started the protest on December 4 against the August 28 circular which mandates the appointment of Guest Teachers. Since then the teachers have boycotted their duties and urged other teachers to do the same. Later they protested outside the Vice Chancellor’s office.

The protest has caused the academic loss of the students, considerable damage and defacement of the heritage building.
