The Government of India approves the draft for setting up the Higher Education Commission of India by repealing University Grant Commission (UGC) Act, 1951. The Union Minister for Human Resources, Prakash Javadekar had appealed to all the students, stakeholders, and the general public in large to comment and suggest by 7th July 2018 till 5:00 pm. The comment was to be mailed to [email protected].

The Ministry received over 8,000 comments and suggestions on the draft Higher Education Commission of India (HECI) Act, 2018 to replace University Grant Commission (UGC) Act, a senior official said on Tuesday. “Over 8,000 suggestions and comments covering Members of Parliaments, state governments, academicians, teachers, unions, chambers of commerce and students have been received and appropriate changes are being made in the draft Bill based on public feedback,” the official said.

However, the grant disbursal function to universities and colleges is now proposed to be located in an entity which works in a transparent, merit-based approach through an ICT enabled platform, Human Resources Development Minister Prakash Javaderkar had told the Lok Sabha on Monday.

According to the new Act of 2018, the government attempts to focus on the principles of “separation of grant function”, “End of suspension Raj”, “Focus on academic quality” and, “Powers to enforce”.
