School Education Department has warned private  schools to not not encourage or coerce to joining coaching classes for competitive exams.  They have been warned that on such grounds the school could lose its certification. Such a directive has been passed by the DMS ( Director of Matriculation Schools).

A three page circular titled, “Proceedings to the DMS” has been sent to all chief educational officers and has been advised to follow the directives issued under this.

Apart from collecting the regular tuition fee of the school it has also been directed that that it cannot collect any other fee. “Collecting any fee other than tuition fee under the guise of conducting special coaching classes is strictly prohibited”, it read.

“The instructors from commercial institution who do not possess teaching qualifications are permitted to take classes during school hours there is also an element of compulsion on students to attend such courses and pay huge sums over and above the regular tuition fee. This adds to the stress levels of students and promotes unhealthy competition among private schools with motives of profiteering” stated the directive.

Any violation of the instructions will warrant stringent penal action including withdrawal of recognition if necessary, said the circular.

This statement has been passed by the Madras High Court on 4th of July slamming private schools in the state for promoting commercial coaching classes that prepares students for competitive exams such as IIT-JEE and NEET, by integrating their curriculum with the regular course material.

Another important component of the act was ‘ not permitting teachers, who do not possess the required qualification for teaching as profession, violates section 23 (1) of the said act”

“This is a welcome move. Several schools are taking lakhs of rupees as fees for NEET coaching. And they are forcing children to join the coaching. Some schools have even hiked their overall fees claiming that they are providing NEET coaching to students. This has become the new manner in which schools loot the the common man,” said Nandhakumar, a member of the Parent Teacher Association for Matriculation Schools.
