The Central Government is planning an ex-Gratia payment scheme for critical workers like garbage collectors, short-term agricultural labors and those transporting essential goods as their service is what’s keeping our country afloat, during the Coronavirus crisis.

The objective of this scheme is to provide a “cover” to those ‘behind-the-scene” workers who are usually hired on a contractual basis for their services. These short-term contract workers generally don’t receive any monthly salaries or benefits, said sources. They added that a district-wise list of these “front-line contractual workers” is currently being plotted out.

The aforementioned scheme is intended to benefit sweepers, sanitation workers and labors who are supporting our nation’s supply lines, by loading and unloading railway rakes and other goods-carriers.

Reports have said that at least three central ministries are involved in piecing this scheme together, which is expected to be announced very soon. The Consumer Affairs Ministry and The Department of Financial Services are working out the layout of this payment scheme while the Labour Ministry is engaged in the district-wise mapping of such contractual workers, to ensure that benefits reach the targeted groups.
