The Central Government introduced the Industrial Relations Code Bill in the Winter Session of Parliament on Wednesday. The bill aims at providing flexibility to the labour class of the country with the provision of allowing companies with over 100 labours a proper approval of layoffs.

The bill will help labours during seasonal unemployment. It was cleared in the cabinet on Wednesday and will be moved to the Parliament. Several provisions will be merged with the labour laws.

The government has also sought to make Fixed Term Employment more attractive for companies in sectors such as textiles, which typically hire workers for a fixed term. Finance minister Nirmala Sitharaman said: “All workers on fixed-term will be treated at par with regular workers as far as benefits are concerned. At the same time, it is seeking to allow flexibility to deal with the seasonal nature of employment.”

“The government had been discussing this for a long time but I am happy that it has finally decided to move ahead with these measures,” former labour secretary Shankar Agarwal said.

In 2015, the government had proposed allowing factories with up to 300 workers to retrench, lay off or shut shop, but was red-flagged by the Labour union. At present, the amendment allows an increase in threshold beyond 100 workers to allow larger companies to easily retrench workers.
