The First Parliament Session for 17th Lok Sabha will begin from June 17th and will continue till July 26, reported ANI quoting its Sources on Friday. Union I&B Minister Prakash Javadekar speaking to media after the first meeting of new cabinet said that President Ram Nath Kovind will address the joint session of both the houses of parliament on 20th June.

He added that the Economic Survey will be released on the 4th of July a day before. While next day, that is on July 5th, new Finance Minister Nirmala Sitharaman will table the full-fledged budget in the House.

The government had in February this year presented an Interim Budget.

Election to elect a new Speaker of the House will be held on June 19th. Former Speaker Sumitra Mahajan did not contest the national polls 2019. The oath to all the newly elected MPs will also be administrated in the first parliament session of 17th Lok Sabha.

Both the Houses – Lok Sabha and Rajya Sabha – will take on the motion of thanks and PM Modi will reply on the same.

It should be noted that almost twenty-Two bills have lapsed with the dissolution of 16th Lok Sabha. Among the most controversial bills that lapse is Citizenship Amendment Bill 2016, Triple Talaq Bill, Adhaar and Other Laws (Amendment) Bill, 2019 that was cleared by Lok Sabha but could not be taken for discussion in the upper House of the Parliament.

These Bill will again likely to run into hurdles this term around, with a majority of the members in the upper house Rajya Sabha opposing the bill before it was even tabled in the House.

“According to the Rajya Sabha Legislative Procedure, a Bill pending in the Upper House which has not been passed by Lok Sabha does not lapse on the dissolution of the Lower House. But a Bill passed by Lower House (Lok Sabha) and is pending at Rajya Sabha stands Lapsed on the dissolution of Lok Sabha”

All these bills will be again put up in the Lok Sabha where the BJP on its own has a majority. However, the real test for all the bills will be in Rajya Sabha where the ruling party is short of a majority.

The Newly formed Cabinet had on Friday held its first meeting and approved many welfare schemes.

Prime Minister Narendra Modi who got a massive mandate in recently held national polls, on Thursday took oath for the second term in an official function at Rashtrapati Bhawan. A total of 57 ministers along with PM Modi took oath at the ceremony held in the national capital. PM Modi also allocated portfolios to all inducted Ministers.
