Ahead of Budget Session, President Ram Nath Kovind on Thursday addressed the joint sitting of both the Houses of the Parliament. During his address, President lauds Modi Government for its various schemes and initiatives including GST, Demonetisation, Ayushman Bharat and others. President said ‘The country was going through a phase of uncertainty before the election (2014). After the election, my govt took up the initiative to form a ‘New India.’

While hailing the government for its work on Healthcare, President said, ‘We know that expenses on health make a poor even poorer. My govt understood this & started Ayushman Bharat Yojana. In the last 4 months, more than 10 Lakh poor people availed health benefits in hospitals under this scheme’. He further added ‘Healthcare is my government’s topmost priority. I am happy to inform you that the benefits of government’s schemes are reaching poorest of the poor’

Lauding Central Government on Citizenship Amendment Bill, President Ram Nath Kovind said, ‘Citizenship Amendment Bill will make it easier to provide Indian citizenship to those who had to take refuge in India after facing oppression somewhere else. They were not at fault, they were victims of situations like that’.

President also hailed the government’s move to bring the rural economy in the mainstream. He said, “Under Jan Dhan Yojana, 34 crore people have opened a bank account & almost every family in the country is connected to the banking system. According to an international agency, 55% of the total bank accounts opened between 2014-2017 were opened in India itself”.

He added, ‘GST is a long-term policy and is a boon for the business sector. The taxpayers in the country trust this government’

President said ‘Compromising with security needs is not in the interest of the present & future of the country. New deals in last year, purchase of defence equipment raised the morale of defence. After decades, Indian Air Force will use ultramodern Rafale aircraft in coming months&strengthen itself’.

After President’s address to both the Houses, Vice President Venakaiah Naidu also addressed the joint sitting of Lok Sabha and Rajya Sabha. He said, ‘With blessings of 130 cr Indians my govt has commenced a journey towards building a new India. A new India where every person has access to basic amenities, every person is healthy&educated, every person gets an opportunity to nurture his/her talent’.

Earlier, Prime Minister Narendra Modi ahead of the Budget Session, said, ‘Today, the country is observing the proceedings of the Parliament. The MPs should hold a meaningful debate in this session of the Parliament. We are eager to hold a debate on all important issues.’

The budget session of Parliament will be held from January 31 to February 13, 2019, and an interim budget will be tabled on Feb 1, stated the Provisional Calendar available on the Lok Sabha website. The Budget is crucial for Narendra Modi led government as it would be the last opportunity for Bhartiya Janta Party to announce sops ahead of the General elections 2019 in a bid to retain power in the centre.
Earlier, On Wednesday, Union Finance Ministry clarified that this budget will be ‘Interim Budget 2019-20’, putting an end on rumours about Centre planning to table full-fledged Budget ahead of General elections 2019.
In the absence of Arun Jaitley, Piyush Goyal will present the Interim Budget on February 1, 2019. Jaitley, reportedly, has undergone surgery at a hospital in New York on January 22. He has been advised at least two weeks rest by the doctors.
