Prime Minister Narendra Modi expressed his worries about the lack of minimum attendance during the proceedings of the Monsoon session. He said that it is the ruling party’s business and not the opposition’s responsibility to carry forward the bills of the government.

These remarks of Modi come after the Rajya Sabha was adjourned due to the lack of quorum – or minimum attendance for the House to take any up business. Rajya Sabha was unable to take up discussion on a bill on maritime law on Friday evening. Rajya Sabha had in advance informed the members that the bill will be discussed at 5 p.m. for an hour. When the bill was brought up for discussion Congress pointed to the lack of quorum. When there aren’t enough members in the house – 10 per cent of the strength of the House in the minimum – a quorum bell sounds an alert for three-and-a-half minutes and proceedings are halted until more lawmakers arrive. If they don’t, the proceedings have to be adjourned.

The point was bought up at the BJP’s weekly meeting of lawmakers from the two Houses of parliament when PM Modi spoke. Modi has repeatedly asked all the lawmakers to be present for the sessions. He always emphasised the importance for party legislators to ensure their presence in parliament through the day on several occasions and told lawmakers that he would not tolerate their absence again.

PM Modi said that he was worried and not satisfied with the members’ percentage of presence in houses.
