The vast 330 acre area consisting of the Presidential estate initially held the code of 3H i.e. Humane, Hi-tech, and Heritage. While inaugurating an intelligent operations centre for a `smart’ president’s estate on May 19, 2016, Pranab Mukherjee termed the estate as 4H adding one more H of happiness. He said that seeing the smiles on the faces of the people present there, if he were to name one human emotion to describe the feeling in one word, he would name it as happiness. Therefore, smart President’s Estate is now a 4H Estate Humane, Hi-tech, Heritage and Happy .“

A small initiative was taken by Pranab Mukherjee to improve the living standards of more than 6000 people residing in the premises of the Rashtrapati Bhavan. He built up new residential complex with smart well-knit colonies English-speaking courses, health and wellness classes and the most important was the introduction of e-rickshaws in the campus. It was very difficult to move around within the complex or even go to the main entrance of the estate, but with the coming of e-rickshaw, transportation became very convenient and it also helped in provide employment.

The reconstruction and preservation of the heritage property of the Rashtrapati Bhavan began in 2014 with introduction of recreational and sports facilities, efficient management of security, water, energy and waste disposal systems, improvement of infrastructure, and creation of new facilities like sewage treatment plant, studio apartments, residential blocks, a ceremonial hall and an AYUSH Wellness Centre.

The initiative of improving the living standards of the people was based on pillars of 4S i.e. Sanskar, a project for pre-school children; Sparsh, which is designed for specially-abled children; Sanskriti, for children in the 7-14 years’ age group and Samaga, targeting senior citizens living in the estate.
