The Rajasthan government has issued a notification providing 10 percent reservation in government jobs for the economically backward in the general category, following the decision taken at the Centre of providing Quota for Upper Caste poor.

The state’s Department of Personnel (DoP) issued the notification on Tuesday night, saying that the quota for direct recruitment shall be in addition to the existing reservation.

Families in the general category earning a gross annual income of ₹8 lakh or more from all sources will be excluded from the quota. As per the Bill, the 10 percent quota will be extended to Economically Weaker Section from the unreserved category in addition to the existing 50 percent reservation for Scheduled Castes, Scheduled Tribes, and the Other Backward Classes.

Also excluded are people whose families own five acres or more of agriculture land, a residential flat of 1,000 sq ft or above, a residential plot of 100 sq yard or above in notified municipalities or a residential plot of 200 sq yards in other areas.

The DoP has also increased the limit for the creamy layer in the more backward classes (MBC) and backward classes (BC) to 8 lakh annual income from an earlier limit of ₹4.30 lakh.

The Department of Personnel (DOP) in state deals with all matters related to personnel administration in the State which includes recruitment, appointment, and promotions of State Service Officers, Posting of All India Services Officers and State Service Officers.

Earlier on Feb 13, State Energy Minister BD Kalla informed the house The state government has decided to provide 10 percent quota as approved by Parliament on January 14, 2019, for the economically weaker sections (from general category). The government will make necessary amendments in the rules,” he said.

He said the Centre had on September 13, 2017, increased creamy layer ceiling for OBC reservation to Rs 8 lakh per annum. On the similar lines, the Rajasthan government will also increase the limit to Rs 8 lakh from existing ₹2.5 lakh, he said in the Assembly.

The Lok Sabha on January 8 had cleared the way for 10percent EWS quota Bill. Rajya Sabha, on the last day of winter session also passed the Constitution (124th Amendment) Bill, 2019 with 165 ‘ayes’ that seeks to provide reservation to upper caste while 7 voted against the bill.
