The winter session of Parliament has commenced from today which will go on till 13th December 2019. It is supposed to be the 250th session of Rajya sabha and on 26th November, it will mark as the completion of the constitution’s 70 years.
The session held by BJP led NDA Government is supposed to introduce 27 new bills where the opposition coming more strong than ever aims to question the country’s government and the issues.
Prime Minister Modi on Sunday said that special events and activities were being planned to mark the 250th session of the Rajya Sabha. He emphasized that the 250th session provided a unique opportunity for highlighting the unique strengths of the Indian Parliament as well as the Indian Constitution. He further said Government is ready to discuss all issues within the framework of rules and procedures of the Houses.
Union minister for parliamentary affairs, coal, and mines, Pralhad Joshi said on Sunday that while 27 Bills will be taken up for introduction, consideration, and passing, 2 Bills are pending in Lok Sabha and 10 in Rajya Sabha for clearance.
Important Bills on which the Opposition and Government will debate:
- The Transgender Persons (Protection of Rights) Bill, 2019: This Bill aims to protect rights and welfare and other related rights to transgender persons and prohibits discrimination against them anyway.
- Surrogacy (Regulation) Bill, 2019: It prohibits people of India going for commercial surrogacy and in some cases, abandoning the surrogacy child.
- Citizen Amendment Bill: The Citizen Act 1955 will be amended which provides Indian citizenship to Hindu, Parsi, Sikh, Buddhist, Jain, and Christian from Pakistan, Bangladesh, and Afghanistan and excluding citizenship Muslims from these three countries. The Bill will also have provisions to cancel the registration of Overseas Citizen of India card in case of violations.
- Personal Data Protection Bill: The bill aims at ensuring the protection of personal data of Indian citizens and boosting the growth of the digital economy.
- The Medical Termination of Pregnancy (Amendment) Bill: The bill will amend the facilities given to women in the private health sector by facilitating better implementation and increasing access to services provided to them.
- The Insolvency & Bankruptcy (Second) Amendment Bill: The amendment aims at providing jobs to the people in the companies and not liquidating the companies.
- The Prohibition of Electronic Cigarettes Bill – E-cigarettes were banned in September to protect the population, especially the youth and children, from the risk of addiction and obsession.
- The Taxation Laws (Amendment) Bill – The bill aims to encourage fresh investments, increase growth and create new and fresh job opportunities.
- The Companies (Second Amendment) Bill- The bill aims to decriminalize offenses and facilitate ease of doing business and Ease of living.
- Competition (Amendment) Bill: It aims at addressing the needs of new-age markets and providing the market to grow.
- The welfare of Parents and Senior Citizens (Amendment) Bill, 2019: The bill gives support maintenance to the senior citizens and elderly parents with medicines and facilities and fundaments rights.
- Multi-State Cooperative Societies (Amendment) Bill is envisaged to increase public faith in these societies and create a conducive environment for their growth and development as well as protecting the interest of the depositors.
These were some of the major Bills of 2019, which will be the center of attention. Although, The Opposition is more likely to raise issues of J&K Situation, Economic Slowdown, Unemployment and the contentious Citizenship (Amendment) Bill.
