As the upcoming assembly elections in five states are to be held between November-December, the winter session of the parliament is probably going to be postponed. HT has reported that the session that usually begins in the third week of November will now be rescheduled to December. The Cabinet Committee on Political Affairs (CCPA) will likely take a decision on the issue in a meeting scheduled for next week.

Polling in Chhattisgarh will take place on November 12 and 20 while Madhya Pradesh and Mizoram will vote on November 28. Rajasthan and Telangana will vote on December 7. Counting for all five states will be held on December 11. The dates of the parliamentary session could be postponed due to the election campaign. Most parties are likely to send their senior leaders, who are also Members of Parliament (MP), to the election-bound states.

Members of both the BJP and the Congress have said that any such arrangement has not been discussed yet. If the session is postponed, it will be the second year in a row when the winter session starts in the last month of the calendar year. Last year too, the session began in December because of the assembly elections in Gujarat.

However, an official from the parliament stated that “There is a possibility that the dates of the session will be moved to allow parties to campaign, since the state elections are being billed as the semi-final to the 2019 general election and most parties will depute all their senior leaders who are also Parliamentarians to these election-bound states,”.

During the winter session, the government is likely to pass two ordinances, one on the disbanding of the Medical Council of India and the other making Triple Talaq illegal that need to be converted to laws. Some of the bills pending in the lower house are The Personal Laws (Amendment) Bill, 2018, the Protection of Human Rights (Amendment) Bill, 2018, The DNA Technology (Use and Application) Regulation Bill, 2018, and The Juvenile Justice (Care and Protection of Children) Amendment Bill, 2018, and The Banning of Unregulated Deposit Schemes Bill, 2018, reported by HT.
