India urged the International community that the fight against terrorism should be fought on all fronts and the excuse of using terrorism as an instrument of state policy cannot be tolerated.

While addressing a UN committee on Measures to Eliminate International Terrorism, Yedla Umasankar, legal adviser and first secretary at the Permanent Mission of India to the UN said, “Use of terrorism as an instrument of State Policy cannot be tolerated. Those who have taken recourse to it have invariably suffered themselves proving the age old dictum that those who play with the sword, shall also perish by it.”

The Indian diplomat said that all the member states should unite together to fight against the scourge of terrorism squarely and decisively. He added that the UN cannot afford to deal with the terrorist groups selectively or dismantle terrorism on basis of priorities. It has to be all fought and finished collectively.

Umasankar further listed down several resolutions of the UN Security Council requesting all the members to take actions to completely eradicate terrorism. He also said that just suppressing and preventing terrorism will not be enough, the members should also refrain from providing any type of support or weapons or give shelter to any terrorist organisations and groups.

The officials said that India is deeply concerned about the issue of entities financing terrorism. It strongly is against providing direct or indirect finance to any type of individual involved in terrorist activities or to any terrorist group. The official also informed that India also condemns the defending of any criminal cases involving terrorist acts against them.

“We have been in the forefront of global counter-terrorism efforts and are part of all major global initiatives, including the Financial Action Task Force (FATF),” Umasankar said.
He further pointed out that UN till now is still debating on the definition of a terrorist. It is unable to define as to who exactly is a terrorist and hence has still not adopted a proposal for a comprehensive convention against terrorism, suggested by India in 1996. He added that due to the narrow geopolitical interests, meaningful discussing on the adoption of the convention proposed is being interrupted.
During the conference, Chinese delegate Shi Xiaobin said that any actions taken to suppress the terrorism should strictly comply with the international laws. He added that fighting against terrorism is the need of the hour, but in the fight, one should not forget the purposes and principles of the UN Charter. He also said that counter-terrorism efforts and use of force and criminal punishment should follow the rules of the UN and respect the sovereignty, independence and territorial integrity of the countries concerned.
Supporting the Indian delegate, Xiaobin said that the UN should speed up the process to adopt the Comprehensive Convention on International Terrorism, suggested by India. He also informed the UN about the Chinese contribution in the fight against terrorism. He said that Chia played an important role in the establishment of the BRICS Counter-Terrorism Working Group. He said that China had also attended the first meeting of the group and hosted the meeting in Beijing.
