Rashtriya Janta Dal Leader Tejashwi Yadav on Wednesday left for Darbhanga in north Bihar where he would launch a yatra to eradicate unemployment and increase quotas on Thursday.  The ‘Berozgari Hatao Arakshan Badhao’ yatra would also cover Supaul and Bhagalpur districts in the next two days.

Yadav has been continuously attacking the Government over the reservation issue and demanding to raise the 50 percent cap on reservations for SCs, STs and OBCs besides explaining his opposition to the 10 percent quotas for economically weaker sections of the unreserved category which has earned the RJD the wrath of the upper caste.

Yadav, the Former Deputy Chief Minister of Bihar and presently Leader of Opposition in Bihar Assembly reiterated the same demand on Thursday in a tweet. He said, “Reservation is not a poverty alleviation programme. In spite of 52% population of OBCs in the 1931 Census, OBCs settled for 27% quota in 1993 because there was a 50% ceiling on the total reservation. Now govt has raised the bar, then why its silent on increasing quota for SC/STs &OBCs?

‘The quota for SC/ST & OBCs must be increased to 90%. I don’t understand the basis for 10% reservation on economic backwardness when no such demand was made from any section nor any recommendation made by any survey or commission. Why Govt implemented that?’ questioned Tejashwi Yadav in another tweet.

Informing about the plans and issues, Yadav in a tweet that he had made in said, “his yatra would raise the issues of getting a caste census done, ensuring quotas to each caste in proportion to its population, securing 40 percent quotas for the extremely backward classes and introducing reservations in the private sector”.

In another tweet, Yadav attacked RSS and Bhartiya Janata Party (BJP) and said this is the beginning of the BJP-RSS design to do away with reservations. ‘Bahujans! Arise, awake and fight these casteist elements’ He added

Tejashwi Yadav along with his brother Tej Pratap Yadav both made their debut electoral field simultaneously in the 2015 assembly elections in Bihar. While Tej Pratap was given a Cabinet berth, Tejashwi was appointed as the deputy chief minister. Later, When RJD lost to power after JD(U) quit the alliance Tejashwi was made the leader of opposition in the Bihar assembly.

Tejashwi Yadav, 29, emerged as the de facto leader of the party in the absence of his father, Lalu Yadav who is serving sentences in fodder scam cases.   1. Various caste and community lives in India. Among them, majority belongs to Hindu community. In Hindu community, there is a caste system (Brahmin, Kshtriya, Vaishya and Shudra). As per belief, Brahmins are supposed to do religious and all learned work, Kshatriyas to be ruler and warrior, Vaishyas to do business and agriculture, Shudras to be labourer and service providers. Some Hindu believes that Shudras are untouchables and are not suppose to even enter in religious places. This belief made Brahmin priest of almost all the temples. It also discriminated shudras socially and suppressed them.
    The purpose of giving reservation is have inclusive growth of each caste/community irrespective of belief/ social discrimination. Dr. B.R.Ambedkar observed the discrimination. He introduced reservation for SC/ST (Shudras/Tribes) based on their population to improve the representation of these castes in education and govt jobs. Later Vaishyas also demanded reservation. In this category, few people belong to other community like Muslim, Christian, etc.) also included and 27% reservation has been introduced for them under OBC category in 1990s. But this reservation has been given to non- Creamy layer OBC only. However, the percentage of their population was almost 50%. They have been given only 27% reservation due to cap of 50% reservation put by supreme court. 
    Now 10% quota has been introduced for upper caste.
    It looks that the purpose of reservation is to have inclusive growth by improving representation of caste/community lagging behind. It would be better to distribute the seat based on population of each caste and Community. Among distribution, 50% percent seat should be reserved for non creamy layer.

    Like this, each and every caste/Community will get proportional representation in education and jobs based on their population. It will not show any discrimination/ favour to any caste and community. There will be no need to add/remove any caste/community in OBC /SC/ST category. It will also eradicate the politics on reservation which consume lot of human resource and energy. 
    It should be added in the constitution itself. It should be implemented after caste census with Aadhaar. Aadhaar will increase the accuracy in population data a lot.
