Cabinet approves Central Sector Scheme for providing Drones to Women SHGs

To empower women Self Help Groups (SHGs) and promote the use of advanced technology in agriculture, the Union Cabinet has approved a Central Sector Scheme for providing Drones to Women SHGs. With an outlay of Rs. 1261 Crore for the period from 2024-25 to 2025-26, the scheme aims to provide drones to 15,000 selected Women SHGs during this period for providing rental services to farmers for agricultural purposes.

What Are The Key Highlights of the Scheme?

Holistic approach: The scheme brings together the resources and efforts of various departments, including the Department of Agriculture & Farmers Welfare (DA&FW), Department of Rural Development (DoRD), Department of Fertilizers (DoF), Women SHGs, and Lead Fertilizer Companies (LFCs).

Identification of appropriate clusters: Clusters where the use of drones is economically feasible will be identified, and 15,000 progressive women SHGs in various states within these clusters will be selected for providing drones.

Financial assistance: Central Financial Assistance of 80% of the cost of the drone and accessories, up to a maximum of Rs. 8 Lakh, will be provided to the women SHGs for drone purchase. The Cluster Level Federation (CLFs) of SHGs can raise the balance amount (total cost of procurement minus subsidy) as a loan under the National Agriculture Infra Financing Facility (AIF). Interest subvention of 3% on the AIF loan will be provided.

Training and skill development: One member of each women SHG who is well qualified, 18 years of age or above, will be selected for a 15-day training program, including a mandatory 5-day drone pilot training and an additional 10-day training for agricultural applications of nutrient and pesticide application. Another member or family member of the SHG with an inclination for repairs of electrical goods, fitting, and mechanical works will be selected for training as a drone technician/assistant. These training will be provided as a package along with the supply of drones.

Role of Lead Fertilizer Companies (LFCs): Considering the potential challenges faced by SHGs in procuring drones and ensuring their repair and maintenance, LFCs will act as a bridge between drone supplier companies and SHGs. LFCs will also promote the use of Nano Fertilizers such as Nano Urea and Nano DAP by drones with SHGs.

What Are The Expected Outcomes?

Sustainable business and livelihood support: The approved initiatives under the scheme are expected to provide sustainable business and livelihood support to 15,000 SHGs, enabling them to earn additional income of at least Rs. 1 lakh per annum.

Improved agricultural efficiency: The use of drones is expected to infuse advanced technology into agriculture, leading to improved efficiency, enhanced crop yield, and reduced operating costs for farmers.
