Amid discussions, debates and protests for increasing measures for women safety in the capital state, the condition of women has remained the same for over the years. In the latest report, under Gender Vulnerability Index (GVI), Delhi has been ranked at 28th place, ahead of only Bihar and UP.

GVI considered factors such as education, poverty, health and protection against violence. This is the first time that this report has been launched and it is expected to give a first-hand information on the biggest challenges against the women and hopefully, will help the governments with more accurate data on how to go about making policies for women empowerment. The report was developed by Plan India, and it was released yesterday by the Ministry of Women & Child Development.

According to the list, Goa tops the list in the GVI with a rating of 0.656. The rating was decided on a scale of 0 to 1. The national average on GVI comes to be 0.5314. The tourist heaven Goa ranks at the top for protection of women against violence, similarly, the state ranks 5th in education, 6th in health and survival and 8th in poverty. Kerala, for its facilities in health and education, ranks second on the list. The other states, which feature at the top of the list include Sikkim, Manipur and Mizoram.

Bihar has been placed at the bottom of the list. Primarily because of lack of facilities in health and poor standard of education. The GVI rating awarded to Bihar remains 0.410. Bihar is ranked at the bottom for health and vulnerability to violence. Education is also among the poorest. The study suggested that over 39% of the girls in the state were married off before reaching the legal age. Also, 12% of the girls in the age group of 15-19, were pregnant or already a mother of one or more kids.

The capital state has got 28th position among the 30 States & Union Territories included in the study. Delhi got a rating of 0.436. The ranking of Delhi was largely influenced by its poor track record in being unable to stop violence against women. Also, in Education, the state remains one of the worst states. Uttar Pradesh is the only state other than Bihar to rank below Delhi. The state, government by Yogi Adityanath led BJP administration, got a rating of 0.434. Jharkhand ranked just above Delhi with 0.450 rating points. The study by plan India has considered 170 data points, which are publicly available for all the states.
